The government of the Kyrgyz capital of Bishkek says it has ordered the shooting of 10,000 homeless dogs in the city in 2011.

"We receive around 20 requests to shoot stray dogs every day," city government representative Pavel Klimenko said. "There are an estimated 10,000 homeless dogs living in the city."

The dogs will only be shot early in the morning and in the evening when the streets are quiet, Klimenko said.

The spokesman said the city authorities had no other choice but to shoot the strays, since it had no funding to build a dog shelter. In 2010, around 5,000 dogs were shot.

"Don't think of us as barbarians; we don't have other option," Klimenko said. "We need 15 million soms ($300,000) to build a shelter."
